States have the following properties:
- State Name
- Required, unique state name, up to 20 characters long. Special characters are not allowed.
- Description
- Optional description of the state; no practical length limit.
- State Owner
- Choose a state owner by selecting the appropriate option:
- QA Owns This State
- Development Owns This State
- Documentation Owns This State
- Enhancement State
- No One (Terminal State)
