An attempt was made to shutdown a region externally which is marked as requiring a valid userid and password to complete the
shutdown request due to the reason given.
Restriction: This topic applies only when the Enterprise Server feature is enabled.
Possible values for reason are:
1 - error opening region resource definition file
2 - user did not have valid security key
3 - userid and/or password invalid

- The region will continue running.
- Resolution:
- Specify a valid userid+password on the command line If the userid+password is valid make sure that the security keys of the
user matches the external security key specified in the SIT.
